About Active Assure

Built Inside a Working Clinical Practice

Active Assure did not begin as a product. It developed from the clinical governance systems used within a growing physiotherapy practice, shaped by the practical challenges of supporting clinicians, reducing variation and maintaining consistent standards of care across different teams and services. Over time, these systems have been refined through everyday use and brought together into a framework that can now be adapted for other physiotherapy and healthcare organisations.

We are clinicians who built the systems we needed ourselves.

Active Assure is the clinical governance division of Active Rehabilitation Physiotherapy, an Australian physiotherapy business that has delivered clinical services for more than 35 years across hospital, outpatient, community and telehealth settings.

Our approach has been developed from within clinical practice. The guidelines and governance resources we licence were originally developed by our clinicians to support our own teams and services. They have been implemented in everyday practice, reviewed through accreditation and quality improvement processes, and refined as our services, workforce and clinical practice have evolved.

This practical experience underpins Active Assure. We understand that a governance framework needs to do more than look good on paper. It needs to work for clinicians, support leaders and translate into safe, consistent and high-quality care.

Why We Created Active Assure

Clinical care is complex. Teams vary in experience, operational pressures are constant, and informal systems can create inconsistency, gaps and unnecessary risk. We needed governance that strengthened clinical standards, reduced variation and supported clinicians to deliver high-quality care without creating unnecessary administrative burden.

The clinical evidence was available, and we invested heavily in supporting our clinicians to maintain contemporary knowledge and skills. The challenge was consistently finding, interpreting and translating that evidence into everyday practice across diverse clinical specialties, practitioners and service settings.

We had highly experienced clinicians and clinical leaders, but we also recognised the challenges of relying on knowledge held by individuals. People change roles and leave organisations. New clinicians join. Services evolve. Without a structured way to capture, maintain and share clinical knowledge, valuable expertise can easily become fragmented or lost.

The solutions available to us did not adequately address this. Document libraries could be generic or disconnected from clinical practice, while governance frameworks could describe what an organisation should do without providing the practical systems clinicians and leaders needed to make it happen.

So, drawing on the clinical expertise within our own team, we built the systems we needed, with a clear set of requirements:

  • Maintain high clinical standards across practitioners, teams and service settings

  • Reduce unwarranted variation in care while preserving clinical judgement

  • Translate current evidence into practical guidance clinicians can use

  • Strengthen documentation and clinical decision-making

  • Support clinician onboarding, development and confidence

  • Improve consistency of communication with patients, referrers and other stakeholders

  • Reduce organisational and clinical risk

  • Capture and retain clinical knowledge within the organisation

  • Strengthen trust and organisational reputation

  • Remain practical and sustainable as services, teams and organisations evolve

What emerged became the structured clinical backbone of our practice, replacing fragmented processes and individual knowledge with practical systems designed to be used in everyday clinical care.

The Principles Behind Active Assure

Structured clinical autonomy, not rigid protocol

A framework that removes professional judgement will be ignored, and should be. Our frameworks guide clinical reasoning, including assessment, planning, expected timeframes, and review, while leaving the clinician responsible for the decisions in front of them.

Evidence first, always referenced

Every guideline and protocol is developed from current clinical evidence and carries its references. A clinician can see why a recommendation exists, and an auditor can see where it came from.

Built to be used under pressure

The test of a guideline is whether it gets used on a full clinical day. The breadth and depth of our reference guides were requested and written by people carrying those caseloads.

Designed to transfer

Because we operated across multiple sites and settings, the system had to work somewhere other than where it was written. That is what makes it licensable rather than merely internal.

From internal system to licensed framework

Over more than a decade the system grew into a library of over 150 evidence-based clinical guidelines and more than 200 supporting documents, spanning pre-operative, inpatient, outpatient, community and telehealth care. It carried the practice through growth, clinic expansion, increased engagement in clinical education and successive quality accreditation cycles.

Other organisations began asking whether they could use it. Active Assure exists to answer that question: a licensed, customisable framework with implementation support behind it, not just a folder of files handed over.

The people behind the framework

Active Assure is written and maintained by expert and senior clinicians, not by a content team. The people who authored each guideline are the people who applied it.

Clinical leadership and Governance

Our clinical governance resources are developed with input from clinicians with expertise in the relevant area and informed by the best available evidence. Governance is supported across multiple levels of the organisation, including Clinical Directors, Managers, Clinical Stream Leaders and Team Leaders.

Active Assure draws on the collective clinical and leadership expertise of the Active Rehabilitation Physiotherapy team.

Clinical resources undergo peer review before broader implementation and are subsequently reviewed and refined as evidence, clinical practice and service requirements evolve.

Active Assure Leadership

Active Assure is led by experienced health service leaders who bring complementary expertise in clinical governance, systems thinking, strategic planning, service design and implementation. Together, they work with organisations to understand their current systems, identify gaps and determine how Active Assure can be adapted and implemented within their clinical environment.

Anthea Goslin

Anthea Goslin is a highly experienced physiotherapist, health service leader and health planner with more than 20 years’ experience across clinical practice, health service management, strategic planning and health-system reform. Her career has spanned public and private healthcare across South Africa, the United Kingdom and Australia, where she has worked in many service types across remote, rural and metropolitan settings. With a strong clinical background in neurological rehabilitation, Anthea has extensive experience leading multidisciplinary teams and developing services across hospital, rehabilitation and outpatient environments. This clinical foundation, combined with her experience in operational and strategic leadership and health service planning, gives her a deep understanding of how clinical care, governance, workforce, service design and organisational strategy need to work together.

Anthea is a highly skilled and valued member of the Active Rehabilitation Executive Team, where she contributes across the depth and breadth of the business. She advises on organisational and clinical strategy, service development, workforce planning, clinical governance and the development of new models of care. She brings strong systems thinking to complex clinical and operational challenges, with a particular ability to step back, identify the broader factors influencing a problem and develop a clear and structured approach to addressing it. Strategic planning and service design are particular strengths. Anthea combines analytical thinking with an innovative, big-picture perspective, considering not only how a service operates today, but how its systems, workforce, governance and models of care need to evolve over time. She is skilled at bringing together complex information, identifying opportunities for improvement and translating strategic thinking into practical plans for change.

Alongside her work with Active, Anthea works as a health planner within the public health system, contributing to statewide service planning and reform. Her decision to work across both public and private healthcare has been deliberate, allowing her to understand the challenges facing health services from different perspectives and bringing a valuable whole-of-system view to her work.

A consistent theme throughout Anthea’s career has been the challenge of siloed care and the gaps that can develop between services and even phases of care. She is particularly interested in how healthcare can be designed to better connect across hospital and outpatient settings. Drawing on her broad experience, she works to develop solutions that bridge these gaps while remaining practical for the organisations and people responsible for delivering care. Anthea is also convinced by the huge potential for virtual care, emerging technologies and innovative models of care to address fragmentation and improve how people’s experience of moving through the health system. Her approach balances agility and innovation with the need for strong governance, clear strategy and thoughtful implementation, ensuring that new ideas are supported by systems that can work effectively in practice.

Anthea has made a longstanding contribution to the physiotherapy profession. From her roots working in extremely low resource environments, she has advocated strongly for both her patients and the profession. She is an Associate Lecturer at The University of Queensland and has held leadership roles within the Australian Physiotherapy Association, including Queensland and National Chair of the Physiotherapists in Leadership and Management Group, and has previously served on the Tasmanian Branch Council. She is passionate about developing others around her as clinicians and leaders of the future.

Outside work, Anthea enjoys gardening, floristry, bird photography, restoring her old home, finding out-of-the-way coffee spots and exploring the wild Tasmanian landscape.

Dipthi Holloway

Dipthi is a highly experienced physiotherapist and health service leader with more than 20 years’ experience. Her career has spanned diverse areas of physiotherapy practice, clinical and team leadership, health service operations, business development, marketing and strategic planning, giving her a broad understanding of how healthcare organisations function from the clinical frontline through to executive decision-making.

As the current Director of Operations and Marketing at Active Rehabilitation Physiotherapy, Dipthi plays a key role in shaping the systems that underpin how Active operates, grows and delivers care. She has successfully designed and delivered significant business and service improvement initiatives, redesigned operational processes and built systems that support quality, consistency and accountability across a complex physiotherapy organisation.

Dipthi has broad clinical experience across physiotherapy and has worked with teams delivering care across hospital, rehabilitation, outpatient and specialty physiotherapy services. Her qualifications in physiotherapy and pharmacy, combined with an MBA and completion of the Australian Institute of Company Directors Company Directors Course, provide additional perspectives across clinical care, business performance, risk and governance.

Dipthi has a particular interest in clinical governance and extensive experience developing and implementing systems that support high-quality physiotherapy care. Her approach is grounded in making governance operational, translating clinical standards into systems and processes that can be embedded into everyday practice. She is particularly interested in reducing unwarranted variation in care while supporting clinical judgement and giving leaders confidence in the quality of care being delivered. The ability to connect governance with implementation is foundational to Dipthi’s leadership success. Dipthi thrives at the intersection of clinical care, governance and operations. Drawing on her clinical experience, operational leadership and business expertise, she is skilled at identifying where systems need to be strengthened and turning strategy into change that can be implemented and sustained by clinical teams. Dipthi currently contributes to the profession as National Chair of the Australian Physiotherapy Association’s Physiotherapists in Leadership and Management Group.

Outside work, Dipthi enjoys spending time with family and friends, staying active through netball and contributing to her community.

Active Rehabilitation Physiotherapy has delivered physiotherapy services for more than 35 years across hospital, outpatient, community and telehealth settings. Working across diverse clinical environments, and alongside hospitals, surgeons and other health partners, has shaped our understanding of what strong clinical governance needs to look like in practice.

Active Assure grew from that experience. It brings together the clinical governance systems developed and refined within Active Rehabilitation Physiotherapy and makes them available to other healthcare organisations through a customisable, supported framework.
